It has to do with Jill - that woman I remember from S.T.A.R.S., back when I was on the force. I remembered working with her some time after that, as well - she was assisting Excella and I when we were planning to release Uroboros. She stayed with us for three years, while we were preparing all of that.

...She stayed because of something I did to her. Something...chemical, I attached a device to her that would keep a steady flow of particularly powerful drugs in her system. Brainwashing, essentially. She was aware of what was happening the entire time, she just couldn't do anything to stop it.

I think it's more to do with the fact that I didn't see anything wrong with it, when I was doing it. I was aware that she was suffering, and that she didn't want any of that; I simply didn't care because I wanted to keep her for myself.
There wasn't any reason to do that to her. It wasn't an experiment for something that I was going to implement later, or part of a larger plan. I didn't even have any sort of animosity toward her; it was entirely toward Chris. It was just something I decided to do because I didn't want to get rid of her and I could do that to her.
